Meet Yuhe “Gloria” Mu, a master’s student in Chinese Economic and Political Affairs at UC San Diego’s School of Global Policy and Strategy, and a dedicated leader on the 2025 University of California Graduate and Professional Council (UCGPC) Board. With a unique blend of analytical research and community-driven advocacy, Gloria is helping shape both international policy conversations and student-centered initiatives across the UC system.

Decoding China’s Domestic and Global Strategies

Gloria’s academic work lies at the intersection of Chinese public policy and foreign relations, using advanced data-driven and text-as-data techniques to examine how Beijing crafts its trade policies, diplomatic messaging, and governance reforms. Her research reveals the deep links between China’s domestic priorities and its evolving role on the world stage—critical insights in today’s rapidly shifting geopolitical landscape.

Before joining UC San Diego, Gloria earned her bachelor’s degree in Political Economy from Duke University, where she began exploring the global implications of economic and political systems.

Advocacy Rooted in Research, Powered by Community

Outside the classroom, Gloria brings her passion for evidence-based policymaking into grassroots organizing and legislative advocacy. As the Vice President of External Affairs for UCSD’s Graduate & Professional Student Association, she has:

  • Led voter registration drives to boost civic engagement
  • Drafted policy white papers on urgent student issues
  • Lobbied state legislators for improved graduate student housing and funding

Gloria thrives on building strategic coalitions that transform academic research into actionable policy change. Her leadership is grounded in collaboration, data, and a belief in the power of community-led progress.
