Meet Marshal Caro, UCGPC’s Spring 2025 Legislative Intern, who brings a powerful combination of policy expertise, student leadership, and strategic consulting experience to the Advocate Team. As a Master of Public Affairs candidate at UC Berkeley’s Goldman School of Public Policy, Marshal is helping shape the legislative priorities that impact graduate and professional students across the University of California system.
A Strategic Mindset Rooted in Experience
Marshal’s approach to advocacy is grounded in his diverse background. His time in management consulting gave him a sharp analytical toolkit allowing him to conduct deep policy assessments and deliver actionable recommendations. At the same time, his roles as an MPA program representative and delegate to UC Berkeley’s Graduate Assembly have given him firsthand insight into the challenges and opportunities facing graduate students today.
He excels in policy analysis, stakeholder engagement, legislative advocacy, and event coordination, making him a natural leader for UCGPC’s policy efforts.
Leading Advocacy From Campus to Capitol Hill
This spring, Marshal is leading UCGPC’s Advocacy Days Conferences in both Sacramento and Washington, D.C., where he is organizing high-impact meetings and spotlighting legislation that could improve the UC graduate experience. His work ensures that the voices of graduate and professional students are heard at every level of government—on issues ranging from student support services to research funding and affordable housing.
Marshal’s focus is clear: building sustainable support structures for graduate students and fostering meaningful community engagement throughout the UC system.
